Illusion

That is very strange. The optic disc is a blind spot in everyone's retina and I thought this appears to move because, as you move you eyes, you brain is filling the blind spot with different images (it does so based on the image right next to the optic disc). Perhaps people who can't see it's brains are doing a better job of interpolating over their blind spots.
